Preparation of the concept of restructuring of natural gas metering systems of the Republic of Lithuania and commercial settlement and preparation of the plan for its implementation in connection with the expected supply of natural gas of different compos

Customer: AB Amber Grid
Year: 2013

Currently, natural gas volumes are measured in units of volume (m3) in the Lithuanian gas system. With the increasing diversity of alternative gas supply sources, and after the launch of the Klaipeda liquefied natural gas terminal, natural gas of different composition and quality will be supplied to Lithuania. For these reasons, it is necessary to restructure the natural gas metering systems. The study reviews the experience of the European Union countries in organizing the metering of natural gas in units of energy; analyses technical, economic and legal aspects of restructuring of metering systems, proposes specific solutions for the restructuring of metering systems and the plan for their implementation.

The study carried out:

- an overview of the EU countries’ experience in organizing the metering of natural gas in units of energy, when natural gas of different composition and quality is supplied to costumers;
- proposed the natural gas metering system by providing for the optimal quantity of equipment for the determination of natural gas composition, installation locations and implementation plan;
- performed an analysis of the legal environment and provided suggestions for needed changes.
